The culture base mainly present at the Arial Outskirts the base for which was implemented by the refugees from the Arial Tribal Unification event during Arial Outskirts Repopulation. Highly opposes the ideas of the Arialian Conservatism, therefore considered by it a heretical teaching.
Hatred
All the pain and suffering that Arial Tribal Unification brought to those people left deep wounds in their psychic and cultural code, making them distance from the culture that did that to them as much as possible.
The Cataclysm Myth
The culture adepts think that the Virian Cataclysm was not called by Arks wrath, rather to give his creations the freedom to find the true rightful path instead of misinterpreted Rightful one, and the Cataclysm consequences were to clean the Vir of old opinions and world views leaving space to the new one, the right one.
Miscegenation
As the culture was formed under pressure of the Arial Tribal Unification by the rebels that left to the Arial Outskirts, already many of them being of mixed race. They were ready to accept anyone in their into their ranks despite who they were and most of them were already of mixed race. Through a few generations most of the people at the Outskirts became mixed (look here for whys), even more distancing the rebels from the old paths, highly affecting the culture formation process, including the Cataclysm Myth.
No Castes
The mixed races made it nearly impossible to apply the old caste system to the new people leading to way more liberal system without castes, where anyone despite their race could do any craft they want.
Occurrence
The culture got spread across the Arial Outskirts at first during the Arial Outskirts Repopulation then going deeper and deeper into the Central Arial, though the conservative thought still would be the dominating one there.
