Under his control the tribes were slowly developing, seeing Ark as the God. Using artifacts they made the habitants into submission. Ark forced on them laws, legends and cruel rituals before the Virian Cataclysm.

History
Before Cataclysm
Despite the low technology levels at this point virians had a finely grained knowledge about usage of mana catalysts, most of them were not knowledge based ones though, mostly spiritual based bringing much of unneeded actions that became traditions.
After Cataclysm
The Virian Cataclysm brought Arial into the chaos disrupting hierarchies and the simple government systems that were forced by Ark the Tyrant and almost fell apart leaving Arialians shards of Ark's influence. Much of knowledge was lost, many people died and the ones that were alive had to come through Dark Times.
Dark Times

Most of the tribes were scared of leaving the Central Arial knowing that most of the damage was done to the outskirts making the space tight for all the population so the borders of tribes indefinitely intersect with each other leading to constant conflicts.
The times are characterized by formation of arialian tribes and cruel and endless wars between them.
Stabilization
250AC - 750AC
The tribes start to unite together basing on their cultures through marriages or trade/war agreements making up unions.
Great Tribal Unification
799AC - 836AC
Campaign of the Taros Tribal Union against other tribes of Central Arial led by freshly chosen head of the master Varros Clan - Kayros.
It ended uniting most of the tribes around the central part of Arial and some lying way further, under control of the Union, forcing the tribes and other unions to join the Union.
After successful campaign at 836AC Kayros proved himself as a capable leader and proposed creation of Tarosian Kingdom with capital at the Ark City's predcessor where the Varros clan had direct ownership over the land and with himself as a high king. The success made the close to the Varros clan into pledging their loyalty to the king and the conquered ones were forced into it.
Rebels
In the same time the ones that could not accept the rule of Taros Tribal Union were forced to leave to outskirts of the continent, leaving the center completely at mercy of new founded Tarosian Kingdom. See the Arial Outskirts Repopulation.
Outskirts Repopulation
829AC - 1400AC
While Tarosian Kingdom was stabilizing the ones who could escape the fatal fate and flee not bending their knee to Kayros, instead taking leave to the Arial outskirts. Government and forces of the kingdom were too busy keeping Central Arial under control to engage in pursuing the refugees who made about 40% of population of the conquered tribes.
The hatred towards Kayros and his violent methods made outskirters greatly disconnect from the ideas of Kayros reinterpreting the reasoning behind Ark the Tyrant leaving them and causes of the Virian Cataclysm, making up the base for the arialian progressivism.
